I would definitely mix in some compost with your garden soil as this will improve the structure of it. The dusting with fungicide is useful as it prevents the risk of infection, however, if you keep an eye on them and be ready to spring into action then it could be worth trying without . As for planting, I would personally keep them inside for a while, give them a chance to strengthen up before putting them outside in the elements!
The ripened rose hip is then placed on a clean cutting board and cut in half to remove the seeds. Place the seeds in a clean container. Add some diluted bleach to kill off any bacteria and fungus spores. You can make the bleach by mixing drinking water with two teaspoons of household bleach. You can blend the rose seeds using this gentle dough attachment for several minutes without any damage to the seeds. Do not use a blender with sharp metal blades as damage to the rose seeds may occur.   
I do not think this works. nut weed inhibits other plant growth. Cyperus rotundus gives off "chemicals" that slow grow of neighboring plants. Parts are edible and was used in ancient times to prevent tooth decay. Can you show a study where this is true? Cinnamon is a good substitute for root hormone products - rub a little ground cinnamon on the cut

You may even wish to cut your cuttings down to 3" to 4" and double your plants, but they will be more prone to rot or dry up faster if you let the soil dry too long. The cuttings that are 6" to 8" seem to do much better, and if cuttings are even longer, the water has a longer length to travel up and down, and the cutting may end up more dehyrated with the upper part dying off. So 6" to 8" is a happy medium.

Make a bath towel tent and lean your face about 10 inches above the water. It should feel warm, not hot. After 10 minutes, rinse your face with cool water, then blot dry.

Growing roses from seed is certainly not the fastest method of propagating roses, but I can assure you it really is the most rewarding. However, rose hybridizing is surely a lesson in patience, since your success rate can be very small, and it may take several years to reap your rewards.
