Soaking the seeds is a crucial step if your seeds will germinate properly and stay clear of any diseases. You MUST not mix the bleach with the hydrogen peroxide as this results in a chemical reaction. 3% peroxide for 24 hours is just fine. This is also a good time to perform the water float test. Remove all seeds that float as they might not be viable.
America's most popular flower is also one of the very oldest flowers in cultivation. There are over 2,000 different rose varieties to lure us with their history and fragrance. This is because the rose, like the orchid, cross-breeds readily—a trait exploited first by nature, and then by horticulturalists. Today, we can choose from old-fashioned favorites, as well as modern varieties that are the result of intensive breeding programs throughout the world. The rose is a flower with a rich past, and an exciting future.
Everybody has a story to tell of how their grandma would stick a piece of rose stem into the ground and then place a Mason Jar over the stem to make it grow. There are tales of how the early American settlers of the 1800's traveled to the far reaches of the wild west in covered wagons, with grandma bringing along "starts" of her favorite roses from back home. Perhaps the treasures of these "monsters on wooden wheels" were raided, and they discovered the Yellow Rose of Texas hiding under the bonnets of the women. Or maybe the settlers used their precious "starts" to barter for provisions along the endless dusty trails.

When the rose hips are ripe, after about four months, cut them off the bush. Some rose hips will turn yellow, orange, or red, but others stay green even when they are ripe. You can open the hips as soon as harvested or you can store the unopened hips in the refrigerator for several weeks before opening. Then slice the rose hips in half, and open them with a knife. A butter knife will do just fine. Now, dig the rose seeds out of the rose hip with the knife, and throw away the pulp and outer shell.   
Cover the stem with plastic or a mason jar. To cover the stem with plastic, insert two eight-inch (20-cm) sticks or wires into the soil on either side of the stem to prop up the plastic. Cover the pot and stem with a clear plastic bag, and affix the bag to the pot with an elastic or twine. With a mason jar, simply place a large mason jar over the stem.
The next step when you grow roses from cuttings is to use a pencil or metal probe push down into the planting site soil to make a hole that is deep enough to plant the cutting up to about 50 percent of its overall length. Place the cutting that has been dipped into the rooting hormone into this hole. Lightly push the soil in around the cutting to finish the planting. Do the same thing for each cutting keeping them at least eight inches apart. Label each row of rose cuttings with the name of the mother rose bush it was taken from.
The Misting Method: As you get more sophisticated in your rose propagating methods you may eventually want to set up a misting bench. It can be an open-air bench or one enclosed in a greenhouse, or even a small misting box, similar to the one my husband Bob built for me. (Refer to "How We Made Our Misting Box," from Rose Ecstasy. You could choose to rig it up with a manual or an automatically-timed mister, whatever your time, money, or expertise will allow. I am fortunate to have a very handy guy for a husband, who is a good sport whenever I come up with these crazy project ideas.
Water. Irrigate roses deeply but infrequently, applying water directly to soil using soaker hoses or drip irrigation. Water needs vary based on weather and soil, so check soil with your finger. Water often enough to create consistently moist soil – not overly wet, not bone-dry. To prevent diseases, keep foliage dry, especially if you must water late in the day.
Cover the cutting loosely, pot and all, with a plastic bag or plastic wrap and keep the soil moist. Putting a tall stake into the pot will hold the plastic away from the leaves. If the plastic touches the leaves, they remain wet and can succumb to a fungus disease. Along the same lines, make sure the condensation can escape from the plastic or the stem will rot.

While your cuttings take root, keep them covered and moist. In a garden bed, a simple DIY mini greenhouse does the trick. Just place a bell jar, a garden cloche or an overturned mason jar over the cutting. A clear plastic bottle with the bottom cut out and the cap removed works, too. Water the soil regularly to keep it moist, but not soggy. Your mini hothouse will keep the humidity high inside.
I would definitely mix in some compost with your garden soil as this will improve the structure of it. The dusting with fungicide is useful as it prevents the risk of infection, however, if you keep an eye on them and be ready to spring into action then it could be worth trying without . As for planting, I would personally keep them inside for a while, give them a chance to strengthen up before putting them outside in the elements!
Put the rose cuttings directly into water. It’s very important for the rose cuttings to stay hydrated so that they don’t dry out before you plant them. Immediately after you take the rose cuttings, put them in a cup of room temperature water until you’re ready to transfer them. Ideally, you’ll be ready to put them into the soil right after you cut the stems.[3]
Remove the seeds from the fridge. Try to do this around the time that the seeds would normally start to germinate, such as in early spring. Make sure that the environment outside of the fridge is about 70 degrees Fahrenheit.[3] The seed will not sprout until you take them out of the fridge. Depending on the rose variety and individual seeds, the seeds could take anywhere from four to sixteen weeks to germinate. Often, 70% or more of the seeds never sprout at all.[4]

Rose seeds need to go through stratification (an artificial cold spell) for 10 to 12 weeks before they will sprout. This, combined with a germination success rate of 20-30% makes propagation by seed an unattractive prospect. on by seed an unattractive prospect. If you still want to try it, find a good source of information that will guide you through the process.
Ever wonder if you could root and grow roses from a branch of your favorite rose bush? Roses actually root rather easily. However most roses are grafted onto the rootstock of a different type of rose than the top, flowering portion, so the rose you root and grow may look nothing like the rose you started with. Grafting is done to improve strength, disease resistance, or hardiness, and even if you do get something resembling the parent rose you took your cutting from, it might not have that rose's hardiness. Rooting a rose cutting may not be hard to do, but it is something of a gamble.
Fertilizer: Roses are heavy feeders, and will benefit from a steady supply of nitrogen, phosphorus and potassium. You can provide these nutrients with either liquid or granular fertilizers, at a ratio of approximately 5-8-5. In most cases, regular applications of compost, rotted manure, fish emulsion and seaweed extracts will provide roses with all the nutrients they need. These organic amendments also help to moderate pH imbalances and stimulate beneficial soil life. Other organic amendments favored by rose growers include greensand, black rock phosphate and alfalfa meal.
As soon as the rose seeds have been removed from the rose hips, rinse the seeds in a solution of purified water (any bottled water will do) with 5% bleach. This would be about two teaspoons of bleach per cup of water. Rinse the rose seeds with plain bottled water in a strainer, then soak the seeds in straight 3% peroxide for 24 hours. CAUTION: Do not mix bleach with peroxide because there could be a chemical reaction.   
Remove all but the top 2 leaflets on the stem, cutting just above the top set of leaves. You need to remove the excess leaves for the same reason we removed the flower in Step #2. They're taking up too much of the plant's energy. However we want the stem to continue to photosynthesize and feed itself until the new roots form, so we need to leave a couple of leaves.
Pick a sunny spot to plant your rose cuttings. Where you place your cuttings is especially important if you’re planning on growing them outdoors. Choose a spot that’s sunny but that’s not in direct sunlight — you don’t want them to dry out. Putting the rose cuttings in a pot or container is alright as well, just make sure the container is deep and wide enough for your rose cuttings to grow.[6]

A special stainless steel screen on the handle of the unit raises up when it is dry. When this happens, it throws the mercury switch which opens the solenoid valve and starts the misting cycle. When this stainless steel screen accumulates enough mist, the weight of the water drops it down again, shutting off the mercury switch, closing the solenoid valve. It needs practically no care or maintenance and can be left on, unattended day and night. This control unit is a very practical instrument which will have a long lifetime of carefree maintenance. There are no clocks to adjust, and it is not affected by water conditions. It works simply on the weight of water. The major benefit of the Mist-a-Matic is to control the misting cycle according to weather conditions. Too much water promotes disease and wastes water. Too little water causes leaves to wilt and failure to root. The Mist-a-Matic distributes the correct amount of water. In hot weather, the unit will turn on more frequently as the water evaporates. In cooler weather, the unit turns on less frequently. For operation, you will need to plug the unit into an electrical outlet. You need to hook it up to a water source with misting nozzles.
I have successfully taken rose cuttings with both new and old wood. It is important to let the new stems sufficiently mature. The new wood is usually mature enough after the stem has just finished blooming. If you don't let the stem mature enough, then it usually becomes limp and will die before you can get it to root. I take cuttings from new rose stems in the spring right after the first bloom cycle. Then in early to late fall (in Southern California) I prefer to use more mature or old wood. When using old wood in the fall, I will remove the rose cuttings from the Mason jar, baggie, or mister, after only several weeks since it is cool enough then for them to root on their own as long as I water them daily.

Label the canisters with the name of the pollen parent. Do not put a lid on the canister so they will dry out and not get moldy. After a few hours (on some rose varieties), or the next day (on other varieties), the pollen sacs will burst open, thereby releasing the pollen. Sometimes you will need to shake the canister so that the rose pollen will release from the pollen sacs. The black film canisters make it easy for you to see the pollen, which looks like a fine yellow powder. The pollen will stay fresh for about two weeks.   
Alfalfa provides solid nutrition to roses, supplying nitrogen, calcium, iron, phosphorus, and other nutrients, including a fatty acid known to promote plant growth. Work alfalfa meal or pellets into soil around roses (1 cup per large bush; one-half cup for miniature roses). You can also brew alfalfa tea by soaking alfalfa meal or pellets in water. i believe the key to rooting a plant cutting in water is to keep it warm, but not sunburnt in strong full sun. my african violets all seem to root better in water than perlite or soil! the water level is determined by how the mother plant takes water--roses can take lots of water, so root in 3-5" of water. succulents dont like to stand in water, so root in 1/8" of water standing with only the base touching the water.
Hi Katherine, You may have hit the reason. One of the most common reasons for roses not blooming well is the use of high nitrogen fertilizers or the over use of them. This will result in few to no blooms or small blooms and lots of foliage. Use a well balanced food or fertilizer when feeding your roses so that all of the rose’s nutritional needs are met.

Once you have had several weeks of below-freezing temperatures, cover the base of the rose with 12 inches of soil or mulch, and then cover the canes with straw, leaves, pine boughs or even foam insulation. Climbing roses can be wrapped right on their supports, or you can lay them on the ground and cover the canes with straw or brush. In severely cold climates, hybrid teas are sometimes partially dug up, laid down onto the soil, and the entire plant is then covered with more soil or mulch.
Some roses root easier than others — old-fashioned heirloom types often root better than modern hybrids — but don't let that keep you from trying your hand at replicating garden favorites and sharing your love of roses and gardening with family and friends.
